The surviving fragment of C. D. Young's files deals with his interest in research and development in the 1930s and 1940s, and with wartime planning. The larger body of Purchasing Department records, including files on the purchase of rolling stock and supplies, were excluded from the Penn Central Appraisal Project.

Charles Duncanson Young was probably the most distinguished head of the Purchasing Department. Young was born at Washington, D.C., on May 19, 1876, and entered the service of the Pittsburgh, Cincinnati, Chicago & St. Louis Railway as a special apprentice on June 5, 1900.
